Why This Is Different From Every Other Intake Process
Every learner receives a persistent Learner ID at enrollment — connecting their application form, intake interview notes, and pre-assessment into a single auditable record. Disclosed barriers are captured as structured data, not buried in intake notes. When a learner struggles in Week 6, Sopact already knows their baseline and what support they said they'd need. Context carries forward to every step — coordinators never start from scratch.

| Dimension | Cohort Score | Finding | Source |
Employment Barriers What obstacles could prevent completion? |
Moderate 68 |
29 of 42 learners disclosed at least one barrier: childcare (14), transportation (11), housing instability (6), prior conviction (4). 8 learners disclosed multiple compounding barriers — these learners require proactive support before Week 4, not reactive intervention after dropout. No support plan linked to disclosed barriers at enrollment. Coordinator follow-up unstructured. |
Intake Notes · AllApplication · Q7 |
Motivation & Goal Clarity Does the learner have a defined employment goal? |
Strong 81 |
Strong goal articulation across the cohort: 34 learners named a specific employer or trade; 8 indicated general interest. Motivation scores from pre-assessment averaged 7.4/10. Coordinator notes flagged 3 learners as externally referred with low intrinsic motivation — one-time incentive seekers. |
Pre-AssessmentIntake Notes |
Skills Baseline Where is the learner starting relative to program requirements? |
Moderate 64 |
Pre-assessment mean: 4.1/10 technical confidence. Range: 1.8 to 7.6. 11 learners scored below 3.0 — indicating significant remediation need in foundational math and tool safety. Track allocation was based on self-reported experience, not assessment score — misalignment in 7 cases identified by AI. Track assignment should incorporate pre-assessment score, not self-report alone. |
Pre-AssessmentApplication · Q4 |
Support Network Does the learner have stability outside the program? |
Moderate 59 |
Social support data derived from intake interview AI extraction. 22 learners identified a reliable support person; 20 did not. Learners with no support network had 3.2× higher dropout risk in prior cohort data. Current cohort has 8 learners with both low support and barrier disclosure — highest risk cluster. Support network data must be linked to at-risk alert protocol in Step 2. |
Intake NotesCohort History |
Eligibility & Documentation Is the learner fully enrolled and WIOA-compliant? |
Strong 88 |
40 of 42 learners fully documented and WIOA-eligible at enrollment. 2 learners have pending I-9 verification — flagged for coordinator follow-up within 5 business days. All 42 assigned Learner IDs; persistent records created and baseline locked for downstream tracking. |

Skills Baseline
Track Misalignment
7 learners placed in tracks misaligned with their pre-assessment scores. Self-reported experience was used for placement; AI comparison to actual baseline scores flagged 7 cases where the track level exceeds or underserves the learner's demonstrated readiness. Coordinator review recommended before Day 5.
High-Risk Cluster
Compounding Barriers
8 learners have 2+ disclosed barriers and no identified support network. Prior cohort data shows this cluster has a 58% completion rate vs. 84% for single-barrier learners with support. These 8 learners need proactive coordinator touchpoint scheduled before Week 3 — not reactive response after missed sessions.
Eligibility
Documentation Pending
2 learners have pending I-9 verification — WIOA reporting risk if unresolved. These learners cannot be claimed in the Q1 funder report without full documentation. 5-business-day resolution window. Sopact Sense will auto-escalate if unresolved by Day 7.

Sopact Sense · AI Synthesis — Enrollment Intelligence
Spring 2024 scores above prior cohorts on motivation and eligibility — a high-commitment cohort with solid documentation. Gaps concentrate in support network and skills baseline: this cohort has more barrier complexity than previous groups, with 8 learners in a compounding-barrier, no-support-network cluster that has historically shown 58% completion rates. These are addressable before Week 3 with targeted coordinator outreach — not dropout statistics. The track misalignment flag is the most operationally urgent item: 7 learners are currently placed incorrectly based on pre-assessment data.
Resolve Before Day 5
Review 7 track misalignment cases. Use pre-assessment scores to confirm or reassign. Sopact Sense has generated a ranked list with coordinator notes pre-attached.
Schedule Before Week 3
8 high-risk learners flagged for proactive coordinator touchpoint. Barrier-specific support plans linked to each learner record. This step predicts Week 6 completion, not Week 6 dropout.
